They both have a rotating horizontal blade but the difference is the hover mower has a ‘skirt’ which creates a hovering motion , like a hovercraft. Rotarys often have a cylinder on the back which rolls the grass to create the striped affect.
If your lawn is very uneven then go for the Hover as it will glide over the bumps and it is easy to use on slopes too, but the rotary will give you a better finish if the lawn is more even
There is another type, the cylinder mower. The blades rotate like the old fashioned type (from top to bottom and up again) This is the best for a clean cut but not the one for you by the sounds of it.
