If you are handy with tools, take the cover off so you can get to the air filter. Check it to see that it is clear and not filled with dirt and dust. While the air filter is off crank the mower and see if the cable is tight and working properly. If all this seems o.k., open the throttle with your hand to see if the mower will rev more than it will with the cable throttle. If the mower still fails to rev, the problem is probably in the carb and may need cleaning and adjusting. The carb should have a high speed jet adjustment on the side. Good luck.
It may have a throttle stop screw that limits the engine speed. You have to be carefull adjusting the upper limit, too high and it could reduce the life of the engine. Look for a screw with a spring on the throttle plate on the carb.
check every place that the cable is held in place by a screw or clamp. Look for something loose. There’s a lot of vibration in a mower.
I suspect that you have a carbon buildup on the cylinder head. That reduces the free space in the cylinder and does not allow as much air to be drawn through the intake valve. That results in a reduced combustion cycle which reduces your engines rpm.
However before you do any thing, follow the suggestion given about checking that your throttle cable is not slipping or has not gotten out of adjustment.
it could be the whole cable is sliding through the clamp when you push to full throttle
