is it 2 or 4 cycle? you said its a rotary? there are more than 1 spark plug.
is it out of gas.
there has to be oil or it would burn up.
put some ether or gas in the cylinder(carefully) before you put the plugs back in, turn it over without the motor turned on a few times, then try with it turned on.
I do have my small engines diploma, its as much as i can do without seeing it.

you don’t say if its self drive or push or what model mower or how old and i assume its not auto start if you have a fuel primer do not keep pushing it , don’t worry about the oil if or when it starts it will burn it off in clouds of smoke, biggs and statton is the engine not the mower

Have you tried giving it a tickle?
The carb might just need a tickle if it’s air locked
There should be a pushy button or lever to force fuel into the carb, give it a couple of pushes or wiggles and that might do it.

Put it in it’s correct position and let the oil drain out. Clean the air filter anyway.
Recheck oil and gos levels after doing this and try again.

Check the air filter for oil on it….. if its paper, replace it!!.
Take the spark plug out, rotate the engine a few times real fast to remove anything in the cylinder…. and clean/dry the plug.
May have to use a little gas down the carb to get it going, but once you get it going (may smoke like hell) it should clear up..
check the oil first!!! and make sure its to the full mark

It’s a 4 stroke engine. You don’t have to worry. Oil in the crank case won’t be going anywhere it shouldn’t. In all likelyhood, you’ve simply tipped the mower onto the side with the carburator and flooded the engine by tilting the float switch inside the carb. Just leave it be for awhile or if equipped with a fuel shut off, turn off the fuel, and give it several pulls. If it almost catches, turn on the fuel again and you ought to be good to go.

572ci has it right
put some fuel straight into carb or spray carb cleaner works well & is easy to use. the engine may have gotten oil into the carb bowl which will make it really hard to stay running, you may have to keep putting fuel or carb spray in carb opening to keep running to flush out the carb bowl. It will smoke bad so do this outside next to your neighbors bar-b q pit HA HA.

Just set it back its normal position and wait about an hour for the oil to go back to its place. Then give it a start.

check to make sure that you didnt jar a wire lose on the selinoid
